ศูนย์อำนวยการรักษาผลประโยชน์ของชาติทางทะเล (ศรชล.) โดย น.ต.ชัยศิริ ขุนดำ รอง ผอ.ศยก.ศรชล. และ นางสาวกาญจนา ศิริทัศนากุล นักวิเคราะห์นโยบายและแผนปฏิบัติการ ได้เข้าร่วมการประชุม IORIS Steering Committees Policy Board and Working Group Meeting ครั้งที่ 3 ณ กรุงมะนิลา สาธารณรัฐฟิลิปปินส์ ระหว่างวันที่ 18–20 พฤศจิกายน 2568 .

การประชุมมีวัตถุประสงค์เพื่อเสริมสร้างความร่วมมือระหว่างประเทศสมาชิกภายใต้โครงการ CRIMARIO ของสหภาพยุโรป (EU) ในการพัฒนาการใช้ระบบติดตามสถานการณ์ทางทะเล IORIS ให้มีประสิทธิภาพยิ่งขึ้นในด้านนโยบาย การปฏิบัติการ และกฎหมาย

การประชุมฯ ประกอบด้วย 3 คณะทำงานหลัก ได้แก่

1. คณะทำงานด้านนโยบาย (Policy Board: PB) ทำหน้าที่กำหนดนโยบายและทิศทางของโครงการ

2. คณะทำงานด้านการปฏิบัติการ (Operational Working Group: OWG) มุ่งเน้นการนำโปรแกรม IORIS ไปใช้ในภารกิจจริง

3. คณะทำงานด้านกฎหมายและความปลอดภัยข้อมูล (Legal Working Group: LWG) ดูแลประเด็นด้านกฎหมายและการรักษาความมั่นคงของข้อมูล ทั้งนี้ น.ต.ชัยศิริ ขุนดำ ได้บรรยายสรุปผลการปฏิบัติการใช้งานระบบ IORIS ของไทยต่อที่ประชุม OWG .

ผลลัพธ์สำคัญที่ ศรชล. ได้รับ

1. พัฒนาศักยภาพด้าน MDA (Maritime Domain Awareness) จากข้อมูลและความก้าวหน้าล่าสุดของโครงการ CRIMARIO

2. เสริมสร้างความร่วมมือด้านความมั่นคงทางทะเล กับประเทศสมาชิกในภูมิภาค

3. ยกระดับการนำโปรแกรม IORIS ไปประยุกต์ใช้ ในการปฏิบัติการของ ศรชล.

4. เสริมบทบาทและภาพลักษณ์ของ ศรชล. บนเวทีนานาชาติ ในฐานะหน่วยงานหลักด้านความมั่นคงทางทะเลของไทย .

THAI-MECC Participates in the 3rd IORIS Steering Committees Meeting in Manila to Strengthen Regional Maritime Security Cooperation The Thai Maritime Enforcement Command Center (THAI-MECC), represented by Commander Chaisiri Khundam, Deputy Director of the Strategic and Operations Division, and Ms. Kanchana Sirithatsanakun, Operational Policy and Planning Analyst, attended the 3rd IORIS Steering Committees Policy Board and Working Group Meetingheld in Manila, the Philippines, from 18–20 November 2025. . The meeting aimed to enhance cooperation among member countries under the EU-funded CRIMARIO Programme, focusing on improving the operational use of the IORIS maritime situational awareness platform across policy, operational, and legal dimensions.

The meeting consisted of three sub-committees:

1. Policy Board (PB): Responsible for defining project policies and strategic direction.

2. Operational Working Group (OWG): Focused on operational implementation and practical use of the IORIS platform.

3. Legal Working Group (LWG): Addressed legal aspects and information security concerns. Commander Chaisiri Khundam also provided a briefing to the OWG on Thailand’s operational utilization of the IORIS system.

Key Outcomes for THAI-MECC

1. Enhanced Maritime Domain Awareness (MDA) through updated developments from the CRIMARIO Programme.

2. Strengthened maritime security cooperation with member countries.

3. Improved application of the IORIS platform to support THAI-MECC’s operational tasks.

4. Promotion of THAI-MECC’s international presence and role as a key maritime security agency of Thailand.
